Introduction In the early 1990s, the Indian government started globalizing its economy via trade. The opening up of 13 major ports and 25 minor ports across the 6,000 km peninsular coastline led to a massive growth in India’s seaborne trade. The traditional means of transportation via break bulk and liquid bulk (also known as commodity cargo) were replaced by containerized cargo.The Indian government introduced private sector participation by adopting the “landlord port” model to distinguish the port owner from the operator. With this change, the government had to relinquish the responsibility of providing and managing port services to private developers.Not only did the 13 ports have different operations handling various types of cargo, activities related to the cargo are also managed by multiple players, each having their own IT systems and processes. The multitude of standards used during peer-to-peer interactions and the lack of a central information hub to standardize the different protocols have resulted in reduced efficiency and high error rates during transactions.The port community needed a single centralized platform for the consolidation and retrieval of information; a user-friendly interface that is common to all the existing systems of various ports, customs, banks, and financial institutions. There was also a need to improve the visibility and tracking of goods’ movement.
Solution CrimsonLogic’s Port Community System (PCS) was the chosen solution for the Indian Port Network. PCS is a centralized intelligent electronic message switching facility that standardizes multiple protocols among the trading community, enabling the exchange of messages in XML and UN/EDIFACT. It is also equipped with a centralized database to track shipment, and at the same time serves as a data repository for research and analysis. PCS provides a secure web-based application to access and support information exchange between the central database and common processes. Currently, 16 ports and more than 2,500 registered stakeholders are using PCS. On a daily average, 30,000 messages are exchanged within the 16 ports. 14 major banks are connected to e-Payment and the financial transactions made via PCS are valued at an average of 7 billion Indian rupees monthly.

Introduction In the mid-1980s, the Singapore government made a strategic decision to streamline the processes within the regulatory framework of trade permit approvals. The goal was to bolster Singapore's established trade hub status and enhance external trade. Special committees, comprising high-powered government officials and business leaders, were established to garner ample support for utilizing information technology (IT) in the re-engineering and improvement of the trade regulatory framework and associated processes. Notably, Brigadier General Lee Hsien Loong (now the Prime Minister of Singapore), chaired the review committees responsible for approving the plans and overseeing their implementation.Commencing with the involvement of a few government agencies in 1989, the Singapore TradeNet® System has evolved to provide the trading community with an electronic means of submitting trade documents to all relevant government authorities (including Singapore Customs and controlling agencies). This submission occurs through a unified electronic window. Within minutes of submitting the permit application, traders receive an electronic response, either approving or rejecting the application. The response includes detailed information on approval conditions or the reasons for rejection.TradeNet® was established with the following key objectives:i. Reduce the cost of trade documentation.ii. Decrease turnaround time for trade documentation. iii. Enhance processing efficiencies for authorities through a streamlined process flow. iv. Foster operational efficiency and transparency to attract foreign direct investment.TradeNet®, the world's first nationwide electronic trade documentation system, has been recognized as a significant contribution to Singapore's pro-business environment. Hsiao Kang is Head of Group Legal, and oversees the legal affairs, corporate secretarial matters and legal compliance within the CrimsonLogic Group.Hsiao Kang has over 25 years of experience as a lawyer and corporate counsel. Prior to joining CrimsonLogic, he was a practicing lawyer before working as a corporate counsel in a statutory board and a technology company. His experience is diverse, having handled multiple areas of law ranging from dispute resolution, family law, corporate, commercial, intellectual property, information technology and data protection.Hsiao Kang joined CrimsonLogic in 2004 and was appointed General Counsel in 2007. As Head of Group Legal, Hsiao Kang leads and manages a team of counsels who advise on legal and contractual matters, including tenders, business opportunities, collaboration with partners, intellectual property rights and licensing issues. As Company Secretary, Hsiao Kang advises the Board and its committees on governance matters and is responsible for all corporate secretarial matters for CrimsonLogic and its subsidiaries. Hsiao Kang is also CrimsonLogic’s Data Protection Officer and is supported by a team that keeps the company compliant with personal data protection laws, whilst constantly reviewing and improving the company’s personal data protection practices. A key achievement was successfully obtaining the Data Protection Trustmark certification (DPTM) and Cross Border Privacy Rules certification (CBPR) for CrimsonLogic in 2020.Hsiao Kang graduated from the National University of Singapore with an LLB (Hons) and was called to the Singapore Bar in 1998. He also holds a Master of Business Administration from the National University of Singapore.
