Maritime Pre-Load Cargo Information (MPCI) is the UAE’s advance reporting program for containerized sea cargo, administered by the National Advance Information Center (NAIC) under the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP) to support cargo security and risk assessment before loading.
MPCI filing is mandatory for applicable cargo travelling to or through the UAE. The filing and compliance measures set out in NAIC’s MPCI Filing & Compliance Requirements notice take effect on 1 October 2026.
MPCI must be filed before cargo is loaded at the last foreign port bound for the UAE: at least 24 hours before loading for a Direct or lowest-level House Bill of Lading, and at least six hours before loading for a Master or Master Co-loader Bill.
| Bill of Lading type | Filing deadline |
|---|---|
| Direct Bill of Lading or lowest-level House Bill of Lading | At least 24 hours before loading |
| Master Bill of Lading or Master Co-loader Bill | At least 6 hours before loading |
MPCI applies to containerized maritime cargo that is imported into, transshipped or transited through the UAE, or remains on board a vessel at a UAE seaport.
Imports: Cargo entering the UAE
Transshipment: Cargo transferred through a UAE seaport
Transit: Cargo moving through the UAE
Freight Remaining on Board (FROB): Cargo remaining on the vessel at a UAE seaport; shipping lines submit these filings
The requirement does not currently apply to export shipments, non-containerized cargo such as bulk, breakbulk and Ro-Ro cargo, wooden vessels, empty containers, or crew members’ personal effects. NAIC may change these exclusions in later phases of the program.
To submit an MPCI filing, register with NAIC, choose a filing method, provide the required shipment data before the applicable deadline, and monitor the response.
Register with NAIC and obtain an MPCI Party ID through the NAIC Portal.
Choose a filing method: submit directly through the NAIC Portal, or through a certified Technology Service Provider (TSP). CrimsonLogic is a certified TSP.
Submit the required cargo information by the deadline for the relevant Bill of Lading type. This includes Bill of Lading details, importer and exporter information, vessel and voyage details, port information, container and seal numbers, cargo weight, and other prescribed data.
Monitor the filing response and address any follow-up request or data issue communicated by NAIC.
From 1 October 2026, MPCI filing remains mandatory, while NAIC will introduce additional response and compliance measures in phases.
NAIC will continue to issue Acceptance (ACT) responses as applicable. Request for Information (RFI) and Do Not Load (DNL) responses will be introduced through a phased implementation plan, with the relevant timelines communicated to stakeholders in advance.
NAIC says it will initially address non-compliance through appropriate communication and formal warnings. Data quality and accuracy issues will continue to be handled directly with the relevant parties through engagement and corrective action.
The same approach applies when vessel routes change or when a shipment is later identified as destined for, transiting through, or transshipping via the UAE. Stakeholders should continue making reasonable efforts to meet MPCI filing requirements and monitor NAIC announcements for further changes.
CrimsonLogic’s certified MPCI filing platform helps businesses prepare, validate, submit and monitor filings. Users can upload data through Excel or connect their in-house systems through an API, while filing status updates and alerts help teams identify submissions that need attention.
