What is UAE MPCI and how do you ensure compliance?

The UAE will launch the Maritime Pre-Load Cargo Information (MPCI) program on 31 July 2025, with a grace period until 31 March 2026. From 1 April 2026, filing becomes mandatory. Overseen by the National Advance Information Centre (NAIC) under the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP), the MPCI program requires detailed cargo data to be submitted at least 24 hours before a vessel departs its last foreign port. 

The MPCI requirement applies to all containerized maritime cargo destined for:

  • Import into the UAE
  • Transshipment through the UAE
  • Transit through the UAE
  • Freight Remaining on Board (FROB) at UAE seaports (FROB filings only from shipping lines)
     

How to meet the new UAE MCPI requirements:

  • Start by registering with the NAIC to obtain your MPCI Party ID via the NAIC Portal.
  • Choose your filing channel – either submit directly or through a certified Technology Service Provider (TSP) like CrimsonLogic.
  • Provide detailed shipment data, including Bill of Lading information, party and port details, container numbers, seals, and weight.
  • After submission, NAIC will respond with approval, a request for further review, or a do-not-load (DNL) notice.
  • If flagged, promptly provide updates or additional documents to resolve requests for information (RFI) and ensure your cargo remains on schedule.
