As Head of Delivery & Technical Services, Leong Seng is responsible for managing technical delivery across all product domains, infrastructure, as well as the Process Excellence Office, to ensure high-quality and timely delivery of solutions globally.

Prior to his current role, Leong Seng held several key positions in CrimsonLogic. As Head of Europe, Middle East, Africa & South Asia (EMEASA), he led revenue growth initiatives in the EMEASA region by overseeing tailored growth strategies based on local market insights, and built strong relationships with key clients to identify opportunities for sustainable expansion.

He also served as Chief Technology Officer of Global eTrade Services (GeTS), overseeing the subsidiary’s products and services roadmap, expanding the portfolio and driving product innovation. Additionally, he led the Legal Sector Group as Vice President, focusing on growth and sustainability by implementing efficient IT solutions for customers in the legal domain. While double-hatting as Head of Regional Headquarters, Singapore, he shaped local business strategies and strengthened relationships with key customers. 

Leong Seng joined CrimsonLogic in 1998 and was appointed Project Manager of Saudi Arabia’s nationwide trade facilitation project in 2003. He later assumed the role of Program Director and Head of Regional Presales and Delivery in the Middle East, where he led his team in implementing several nationwide legal and trade facilitation projects, including the United Arab Emirates' Ministry of Justice's eJustice Program and the Federal Customs' Maqasa Clearance System. Leong Seng’s wealth of experience in the region later enabled him to head the Middle East & Africa team, as Senior Director. Some of his major project wins include the Oman Single Electronic Window and the Namibia eJudiciary System.

Leong Seng graduated with a Bachelor of Science in Computing from Birmingham City University, United Kingdom.
