Bala oversees the full spectrum of CrimsonLogic’s business and operations in North and South America. Based in CrimsonLogic’s Latin America Region in Panama, he is responsible for managing customer & partner relations, drive new business opportunities, revenue goals and strengthen strategic accounts. He is also part of CrimsonLogic’s Senior Management Committee.Prior to joining CrimsonLogic, Bala was Director for International Operations (Americas) of International Enterprise Singapore (IE Singapore), Singapore’s national trade development agency. He was based in Washington DC from 2000-2006, managing IE Singapore’s regional operations and assisting Singapore companies in their business and market development in North and South America.Concurrently, Bala was also Counsellor (Economics) supporting the Singapore Embassy in Washington DC and the Ministry of Trade and Industry in managing Singapore’s trade policy and economic relations with the United States. He was part of the Singapore team involved in negotiating the US-Singapore Free Trade Agreement. Bala was also involved in the initiation of the Free Trade Agreement negotiations between Singapore and Panama.Bala joined IE Singapore in 1984 and started his career in trade policy work. Subsequently, he moved to international operations work as Deputy Director, where he covered Europe, South Asia, the Middle East and South East Asia. He was later appointed the Vice-President of IE Singapore Holdings (formerly TDB Holdings) and was responsible for the operations as well as exploring new business opportunities for the company and its subsidiaries. Concurrently, he was also Director of Planning where he led the team that mapped out the Trade 2000 Master plan for Singapore’s international trade.Bala contributed to the 1986 Singapore Economic Committee and the 1997 Committee on Singapore’s Competiveness (CSC) as Head of the multi-agency secretariat to the Hub Services Sub-Committee. He was also the Head of the Secretariat of ASEAN Committee on Trade and Tourism between 1986 and 1989. Bala was awarded the Public Adminstration Medal (Silver) in the National Day awards in 1999.Bala graduated with an Honours degree in Economics from the National University of Singapore and also holds a Master Degree from the Imperial College of Science in London.

In response to the pandemic, organizations globally have greatly accelerated their adoption of technology. What makes this transformation truly worthy of the history books is the speed at which it is happening.A McKinsey global survey of executives found that in order to confront Covid-19, organizations have implemented advanced technologies – in their business decision-making and operations – 25 times faster than expected.The survey also notes that during the pandemic, in order to effectively meet needs, organizations expedited the digitalization of customer interactions by up to four years; and accelerated the share of digital products in their portfolios by up to seven years.
Digital transformation is a long gameThese changes, though fast, are expected to last. During this period, organizations are looking into digitalization investments that will allow them to better thrive in the post-pandemic world and beyond.Such investments – from end-to-end digital solutions to data security, migration to the cloud and more – usually have a positive transformative effect, which is the power to entirely change the way organizations work and add value to people’s lives.An EY 2021 report observes that organizations worldwide must “sustain change beyond the extraordinary circumstances that the pandemic has created and ensure their hard-won digital transformation progress doesn’t go to waste”.This is because the crisis has beckoned just “the start of a real, holistic and effective digital transformation, not the end”.Organizations must seize this moment to improve resilience by understanding the strategic importance of digital, and then leverage it as soon as possible to create long-lasting value.
Organizations have accelerated digitalization to adapt to the unprecedented challenges brought by the pandemic. Digital’s value to public services in the post-pandemic worldIn public service delivery specifically, digital can create enduring value particularly in the areas of trust, collaboration and insight. Increasing trustThe pandemic isn’t just a health crisis; it is also an information crisis – or infodemic. UNESCO’s lead official on the subject of disinformation, Guy Berger, explained in an interview with UN News: “There seems to be barely an area left untouched by disinformation in relation to the Covid-19 crisis. The grave danger is that information which is based on truth, ends up having only marginal impact.” Hence, managing the Covid-19 infodemic has become the norm today. Countries such as France, Italy, Australia and Latvia now use digital, too, to update the public on the latest, most accurate news. Their digital interventions include verified channels, social media and chatbots – all with a mission to deliver trusted information, which is now greatly, if not urgently, needed. Another way to build trust in a community is to provide avenues for stronger and sustained civic engagement. Examples of these are online forums and reporting portals, where people can send alerts on minor crimes, damaged public property or gaps in public services – and feel heard.
Cities can encourage civic engagement via city reporting apps, where the public are encouraged to report issues or leave feedback. Strengthening collaborationSingapore’s digitalization efforts include gradually moving up to 70% of its public service ICT systems to the cloud. This way, different agencies can access an ecosystem of ready-made apps and develop new solutions from them. That is how Singapore could quickly roll out Covid-19 digital initiatives such as an official WhatsApp channel for mass communication and digital contact tracing tools – these have been developed from existing services by tech companies like Google and Amazon. Cloud is thus at the heart of collaboration. When integrated with the cloud, digital solutions can also allow different parties to work together as a whole rather than in silos. Artificial intelligence impacts our daily lives in a myriad of both exciting and mundane ways. As you unlock your mobile phone using facial recognition, scroll through your recommended social media feed or check your spam-filtered email inbox, all these instances are just some of your daily touchpoints with AI. Given the prevalence of AI, it is not surprising that many AI applications have also found their way into courtrooms around the world.
Speeding up access to justiceThe judiciary is a system of courts that interprets and applies the law. As the World Bank succinctly puts it, the courts are a way to resolve disputes justly. However, getting a court date can be a long-drawn process and that is before the case is presented. This backlog was exacerbated by the Covid-19 pandemic, which saw many courts being temporarily shut. According to a report by the BBC, barristers in the United Kingdom are predicting that some trials may not be heard until 2024 unless court availability is improved.AI offers an alternative to traditional dispute resolution. The AI algorithm is trained on large groups of past judgement data to identify and learn patterns that lead to a particular decision. Taking an example of a minor traffic incident, parties are presented with a list of predetermined questions and follow-up questions. The trained AI can simulate an indicative judgement based on the parties’ inputs and the courts’ rule book. This can be a preliminary step for the involved parties to understand the possible liabilities and penalties incurred. They may subsequently choose to settle out of court instead of pursuing litigation, freeing up court resources.
AI offers an alternative to traditional dispute resolution, which frees up court resources to hear other cases. Cutting through the data clutterThe backbone of many legal cases is robust legal research, especially for common law nations. This is because they predominately rely on precedents made by past cases to make legal arguments. Traditional legal research requires lawyers to trawl through digital records using Boolean search that have to balance relevancy with specificity. Overly broad search terms bring up extraneous material while being too specific yields nothing. AI-augmented legal research tools use natural language processing (NLP) to interpret the intent, context and nuance of what is being searched. NLP search queries can take the form of a question or everyday language. Through machine learning, searches will get more accurate over time as the algorithm is trained through previous user queries and selected results. This makes searching and discovery a lot more efficient and effective.Apart from heavy legal research, the legal sector is also known for generating heaps of paperwork. AI is particularly well-suited to handle the vast amount of data. One application is the AI-augmented Case Assignment, which uses a combination of data science algorithms to define a case affinity with a judge. A multitude of data points, including case nature, document quantity, current workload and historical records, can be factored in. Court registrars are then given recommendations on which cases are best assigned to the judge best qualified to access the case. This offers a fairer alternative for work allocation, while still providing the leeway for court registrars to make the final decision.
AI is well-suited to handle vast amounts of data. More data helps the algorithm improve over time through machine learning. The dark side of AIWhile AI has been heralded as an agent of positive change in the legal sector, it can just as easily be used for more malicious purposes. Back in 2018, a video of former United States President Barack Obama disparaging then-President Donald Trump went viral. However, this incident never occurred. Such videos are known as Deepfakes and they utilise deep learning AI to manipulate media to depict highly realistic fictitious events. Fortunately, the intention of the particular video was to inform the public on the power and dangers of deepfakes.What happens when Deepfakes are presented as digital evidence? A ‘fighting fire with fire’ approach using deepfake detection tools is crucial to tackle synthetically altered digital evidence. Given that deepfake technology is constantly evolving, deepfake detection will not be able to deliver 100 percent accuracy. Digital evidence will always have to be evaluated alongside other physical evidence and human judgement.

The complexity and nuances of human behaviour ensure that there will always be a place for human judgement and empathy in justice proceedings. The best use for AI in court technology is to lessen the burden of easily automated low-level tasks. This frees up judges and lawyers to focus on more demanding cases, and to interpret and apply the law the best they can.

He later assumed the role of Program Director and Head of Regional Presales and Delivery in the Middle East, where he led his team in implementing several nationwide legal and trade facilitation projects, including the United Arab Emirates' Ministry of Justice's eJustice Program and the Federal Customs' Maqasa Clearance System. Leong Seng’s wealth of experience in the region later enabled him to head the Middle East & Africa team, as Senior Director. Some of his major project wins include the Oman Single Electronic Window and the Namibia eJudiciary System.Leong Seng graduated with a Bachelor of Science in Computing from Birmingham City University, United Kingdom.
