What is UAE MPCI and how do you ensure compliance?The UAE will launch the Maritime Pre-Load Cargo Information (MPCI) program on 31 July 2025, with a grace period until 30 June 2026. From 1 July 2026, filing becomes mandatory. Overseen by the National Advance Information Centre (NAIC) under the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP), the MPCI program requires detailed cargo data to be submitted at least 24 hours before a vessel departs its last foreign port. The MPCI requirement applies to all containerized maritime cargo destined for:Import into the UAETransshipment through the UAETransit through the UAEFreight Remaining on Board (FROB) at UAE seaports (FROB filings only from shipping lines) How to meet the new UAE MCPI requirements:Start by registering with the NAIC to obtain your MPCI Party ID via the NAIC Portal.Choose your filing channel – either submit directly or through a certified Technology Service Provider (TSP) like CrimsonLogic.Provide detailed shipment data, including Bill of Lading information, party and port details, container numbers, seals, and weight.After submission, NAIC will respond with approval, a request for further review, or a do-not-load (DNL) notice.If flagged, promptly provide updates or additional documents to resolve requests for information (RFI) and ensure your cargo remains on schedule.

Tan Hong Meng is the Head of Global PORTNET (GPN) at CrimsonLogic and Assistant Vice President at PSA International, where he leads the development and global deployment of GPN, enabling integrated port ecosystems that connect port authorities, terminal operators, and the wider logistics community.Under his leadership, GPN has expanded across multiple terminals in Beibu Gulf Port, China; supported the development of Thailand's Port Community System; modernized Singapore's PORTNET platform; and delivered implementations in Halifax, Canada and Antwerp, Belgium. Between 2023 and 2025, Hong Meng also co-led PSA Group Innovation, championing innovation culture and practices across PSA's global business units.Prior to his current role, Hong Meng held senior leadership positions at PSA Singapore, spanning Terminal IT for Operations, Planning, Resource Optimization, and Port Community Systems. He led operations planning and automation initiatives that significantly enhanced terminal productivity, including 24/7 control room monitoring, large-scale workforce and equipment deployment systems, and automated gate operations for continuous, efficient terminal performance. Ho Vee Leung is Deputy Chief Executive Officer and Head of Port Solutions at CrimsonLogic, where he leads the company’s digital port solutions business, driving strategy, innovation, and execution across port ecosystems. He concurrently serves as Head of Global Terminal Operating System (GTOS) at PSA International, enabling strong alignment between CrimsonLogic’s port solutions and PSA’s operational platforms. In this dual capacity, he is responsible for advancing integrated port capabilities and delivering next-generation solutions that enable more connected, intelligent, and resilient port operations worldwide.Vee Leung brings over three decades of experience from PSA International, where he has held a series of senior leadership positions spanning ICT strategy, digital transformation, and large-scale operational systems. His work has been instrumental in shaping PSA’s technology landscape, including the development and deployment of Terminal Operating Systems, automation platforms, and data-driven solutions that underpin modern port operations.Throughout his career, Vee Leung has led complex, enterprise-wide transformation initiatives, ranging from regional IT strategy across Southeast Asia to the advancement of automation and robotics in terminal environments. He has played a key role in driving the adoption of Agile methodologies, strengthening IT governance, and embedding data analytics into operational decision-making to enhance efficiency, scalability, and performance.Known for his systems thinking and execution focus, Vee Leung combines strategic vision with deep operational expertise. He is recognized for building strong stakeholder partnerships, developing high-performing teams, and fostering a culture of continuous innovation and improvement.Vee Leung holds a Bachelor of Science in Computer Science and Information Systems from National University of Singapore.
